The 2020 Census counted 819,508 residents in the Omaha, Nebraska-Iowa urban area. That whole-area count places Omaha first in Nebraska’s urban-area fallback. It does not measure city population, lift demand, or site access.
The FAA places Eppley Airfield in Class C airspace with a continuously operating tower and three runways. Council Bluffs Airport and Offutt Air Force Base add nearby traffic. Current charts, NOTAMs, site coordinates, and operation-specific coordination belong in the first aviation review.
Omaha requires the applicable approval before work occupies a street right-of-way. The city standard sets notice periods for restrictions and closures. The site survey checklist helps separate the receiving zone, public-control boundary, utility locate, and truck route before an aircraft is considered.
Eppley is bordered on three sides by the Missouri River, with Carter Lake west of the field. The FAA airport briefing also warns about tall radio towers, complex pavement geometry, winter closures, and migratory waterfowl. Those are briefing inputs rather than approval for an off-airport external-load route.
The NWS Omaha climate summary lists 27.1 inches of normal annual snowfall and a 2024 temperature range from minus 16 to 101 degrees. These figures support seasonal contingencies. A current forecast, surface conditions, and aircraft limits still control the work window.
OPPD’s southeast-metro reliability work includes floodplain line relocation, a new substation, and substation expansions. Utility corridors require owner coordination, energized-clearance control, easement review, and a ground plan that does not block system access. The cited program does not state that helicopters will be used.

Electric infrastructure is a documented Omaha-area planning context. OPPD’s Bellevue reliability program covers transmission routing and substation work in the southeast metro. That supports discussion of utility access without assigning an aerial method to a named project.
NDOT’s alternative-delivery inventory lists Omaha-area road and bridge work, including Little Papillion Creek at US-6 and the Saddle Creek Bridge.
