That places the city fifth among Rhode Island’s eight incorporated cities, behind Providence, Cranston, Warwick, and Pawtucket. The ranking selects this guide. It is not evidence of lifting demand.
The current FAA Northeast Chart Supplement entry for Rhode Island T. F. Green International places PVD six miles south of Providence. The airport has two paved runways and continuous attendance, with Class C service during published approach-control hours. East Providence’s Engineering Division designs and permits municipal utility and road work. It also inspects construction in the city right-of-way and maintains maps for streets, drainage, sewer, and water systems. A waterfront or downtown site review should establish the property line and mapped utility conflicts before treating a support footprint as available.
The National Weather Service Boston/Norton criteria show why a waterfront schedule needs more than a rain date. Minor coastal flooding can put standing water in parking lots or briefly make vulnerable roads impassable. Any freezing-rain accretion on road surfaces meets the office’s winter-advisory criterion. These thresholds are not aircraft limits or a site forecast. Current observations, surface conditions, and the selected operator’s limits control the work window.
The FAA airport entry tells helicopters to avoid residential areas below 1,000 feet and reports frequent flight-school, transient-jet, and vertical activity at PVD. Exact pickup and set coordinates still drive the analysis. Current charts, NOTAMs, obstacle data, and the proposed suspended-load path belong in the same review.
RIDOT is rebuilding the Washington Bridge between Providence and East Providence. The agency lists an 80,000-vehicle daily design basis and an all-lanes-open target of fall 2028, with weekly travel reports and structural-monitoring data published during the work. The city’s adopted 2025 comprehensive plan identifies Narragansett Park Drive, Westminster, and Commercial Way as its primary industrial and office parks. The plan describes dozens of industrial, office, and service uses there. Manufacturing was also among the city’s five leading employment sectors in 2020. That is documented economic context, not proof of work at a specific facility.
The same comprehensive plan keeps South Quay designated for industrial and manufacturing use and encourages offshore-wind or renewable-energy support activity. Its economic-development chapter covers more than 300 acres of waterfront beside the Providence and Seekonk Rivers.
