Ashland represents Huntington-Ashland, WV-KY-OH, estimated at 365,965 residents in the Census Bureau Vintage 2025 estimates. The whole tri-state population places the metro fourth in the Kentucky set. It does not establish city population or project demand.
Ashland Engineering reviews construction site plans and conditional-use right-of-way permits. Public infrastructure design and site review can affect staging geometry independently of the aviation plan.
The city’s Streets Division maintains streets, city-owned traffic-control devices, stormwater drainage, and floodwall operation. These controls require location-specific confirmation. The site survey checklist keeps ground ownership and flood exposure in the project record.
The NOAA/NWS Ohio River gauge at Ashland defines action stage at 50 feet and minor flood stage at 52 feet. Its impact table says low-lying roads begin flooding from creek backwater at 52 feet. Current readings and site elevation govern.

Kentucky’s official site inventory maps a 425-acre former AK Steel site with the Ohio River, rail corridors, U.S. 23, and U.S. 60 nearby. The older map establishes industrial context, not current availability or environmental condition.
