The Census Bureau’s Vintage 2025 estimates contain only four North Dakota MSAs. Under the consistent fallback, the 2020 Census urban-area table places Bismarck second at 98,198 residents. That urban-area count selects the guide. The separate 2025 metro estimate is 139,750, and neither figure measures a specific project.
Bismarck Municipal Airport lies three miles southeast of the city. The current FAA North Central Chart Supplement lists an 8,794-foot main runway, a 6,600-foot crosswind runway, continuous attendance, and timed Class D service with Class E at other hours. It also flags wildlife near the airport. Use current charts, NOTAMs, airport conditions, and the exact site coordinates before evaluating a route.
Bismarck requires permits for work in city rights-of-way. The defined area includes streets, sidewalks, and boulevards, while excavation, grading, approaches, and concrete work can follow different permit tracks. A property owner cannot approve occupation of city ground. Map the pickup position, equipment route, pedestrian control, and receiving zone through the site survey checklist.
The National Weather Service annual climate report gives 1991-2020 Bismarck normals of 43.1 degrees for annual mean temperature, 19.05 inches of precipitation, and 50.5 inches of snowfall. These baselines show the scale of seasonal change. They cannot replace current wind, visibility, temperature, precipitation, or surface reports for a work date.
The city’s right-of-way process separates public ground from private property. It also says intended work must be performed by a city-approved licensed and bonded contractor. Confirm the correct permit path before a street, sidewalk, boulevard, grading area, or stormwater facility is treated as available. The NDDOT Grant Marsh Bridge study says the bridge and connecting I-94 and I-194 interchanges date to 1965. The bridge is nearing the end of its useful life, and replacement alternatives remain under preliminary study. That wording matters. It establishes future infrastructure context but does not describe an active construction package, closure, or approved aerial method.

The Grant Marsh study documents a future bridge-and-interchange decision between Bismarck and Mandan. At a comparable crossing, the method review would need river access, temporary works, traffic limits, component weights, and receiving geometry before considering steel placement.
Bismarck’s right-of-way rules cover excavation, grading, stormwater activity, approaches, and concrete work. Those permit categories establish a municipal infrastructure setting with separate public-space controls. They do not replace aviation authority or show that utility support is feasible at a particular site.
