Why Salem Changes the Lift Plan

The Census Bureau’s Vintage 2025 estimates place Salem second among Oregon metropolitan areas, at 445,814 residents. The whole-metro figure selects this guide. It is not Salem city population or evidence of project demand.

The current FAA Northwest Chart Supplement entry for McNary Field lists paved runways measuring 5,811 by 150 feet and 5,146 by 100 feet, plus a 37-foot-square concrete helipad. Class D service operates during tower hours and changes to Class E at other times. Airport facilities do not establish staging access or route approval.

Salem’s right-of-way permit guidance requires approval to stage vehicles in or close a public lane, parking space, street, alley, or sidewalk. A traffic-control drawing is required. The National Weather Service Salem wind normals show a 6.5 mph annual average at McNary Airport. Normal direction is southerly from October through May and northerly during the other four months. The FAA airport entry reports rising terrain and trees west and south of McNary Field. It discourages night operations on both runways and notes geese transiting the Class D pattern area from October through May. These notes require current review rather than a regional shortcut.
