The Census Bureau’s Vintage 2025 estimates place Scranton--Wilkes-Barre fifth among metropolitan areas containing Pennsylvania territory, at 574,418 residents on July 1, 2025. The whole-area count selects Scranton as the editorial anchor. It is not city population or evidence of project demand.
The current FAA Northeast Chart Supplement entry for Wilkes-Barre/Scranton International places AVP five miles southwest of Scranton. The airport has Class D airspace with a terminal radar service area. Its 7,502-foot primary runway sits between precipitous drop-offs, and the entry identifies high terrain, trees, and unlighted towers around the field. Regional familiarity cannot replace an exact route and obstacle review.
PennDOT’s Highway Occupancy Permit page covers access, utility work, and other activity in a state highway right-of-way. The Lackawanna-Luzerne comprehensive plan separately calls for freight-bottleneck work, rail access to industrial parks, and better AVP intermodal connections. The road owner and delivery route need to be identified before staging is assumed.
The FAA airport entry warns of precipitous drop-offs at both ends of Runway 04-22, plus trees and high terrain east of Runway 28. Published towers include unlighted obstacles. Current charts, NOTAMs, exact coordinates, load-path clearance, and the operator’s performance calculation remain necessary.
A National Weather Service regional flash-flood climatology counted 1,025 reports across central New York and northeast Pennsylvania from 1986 through 2015, with most reports in summer and between 3 p.m. and 9 p.m. The historic regional record supports drainage and access contingencies. It is not a site forecast.

The regional comprehensive plan identifies freight bottlenecks, industrial-park rail access, Critical Urban and Rural Freight Corridors, and AVP intermodal connections as planning priorities. Those corridors can carry warehouses, utilities, and industrial equipment, but the document does not establish current site access or an aircraft method.
AVP’s commercial-development plan identifies an area with direct Taxiway D airside access but future landside-access needs. Another area is framed for industrial, warehouse, or flex use while carrying wetlands, a stream, and runway-airspace height limits. These constraints show why property boundaries, environmental conditions, and aviation surfaces must be studied together.
