Why El Paso Changes the Lift Plan

The Census Bureau Vintage 2025 metropolitan-area table estimates 881,291 residents in the El Paso MSA on July 1, 2025. That whole-area total ranks sixth among Texas MSAs and selects this guide. It is not El Paso’s city population or a measure of lifting demand.

The current FAA airport diagram for El Paso International shows three runways measuring 12,020 by 150 feet, 9,025 by 150 feet, and 5,499 by 75 feet, with cargo, military, customs, NASA, and general-aviation areas labeled. The FAA airport record places the field 4 miles northeast of the city at 3,961.6 feet in Class C airspace. Those facts establish airport context. They do not grant staging permission or approve a suspended-load route.

Texas Parks and Wildlife describes Franklin Mountains State Park as almost 27,000 acres inside the city, with North Franklin Mountain at 7,192 feet. Terrain, sight lines, and density altitude change over a short distance. Pickup access, set-point access, and the route between them need separate checks. Local Constraints and Planning Responses

The National Weather Service El Paso 100-degree record reports an average of 26 triple-digit days per year in the 1991-2020 period at El Paso International. An NWS dust study found 14.5 significant dust events per year, with a 42 percent chance of blowing dust on any day from March through May. These are climate and historical figures, not a work-date forecast. Current aviation weather and the aircraft-specific calculation control the window.

El Paso Streets and Maintenance requires a traffic-control permit and pavement-cut permit for excavating, boring, coring, or drilling in city right-of-way. Inspection must be scheduled 24 hours before work begins. That process covers the ground footprint, not FAA authority or private-property permission.

The FAA airport record warns that Biggs Army Airfield sits 2 nautical miles northwest and that runway 22 can be mistaken for El Paso’s runway 22. Restricted area R-5103A also limits some instrument guidance beyond 16 nautical miles. Distance from one runway does not answer the wider airspace question.
