Why San Jose Changes the Lift Plan

Mineta San Jose International has two 11,000-foot runways. The current FAA airport entry also documents continuous attendance, noise-abatement procedures, frequent bird activity, and Class C service during published approach-control hours. The airspace changes to Class E at other times, so current charts, NOTAMs, tower status, route analysis, and operator-accepted staging belong in the schedule.

San Jose regulates data centers through a Special Use Permit. Its large-energy-use project guidance also covers research centers, laboratories, advanced manufacturing facilities, and EV charging hubs using about 20 megawatts or more. Those projects can concentrate rooftop cooling equipment, backup generation, substations, and transmission work on constrained industrial parcels.

Valley Water operates an integrated system of dams, reservoirs, pipelines, pump stations, treatment plants, and recycled-water facilities. Its infrastructure project list includes pipeline rehabilitation, treatment-plant work, purified water, and creek infrastructure. Access authority and usable ground still need confirmation facility by facility.

Local Constraints and Planning Responses

San Jose sits between the Santa Cruz Mountains and Diablo Range.
