OMB Bulletin 23-01 identifies only three metropolitan statistical areas containing South Dakota territory: Rapid City, Sioux City, and Sioux Falls. Because that leaves fewer than five metropolitan areas, this directory applies its documented fallback and uses the five largest incorporated places in Census Bureau Vintage 2025 estimates.
Sioux Falls ranks first at 213,748 residents, followed by Rapid City at 80,589, Aberdeen at 27,961, Brookings at 25,355, and Watertown at 23,736. These city estimates select the guides. They do not measure lifting demand. Each guide treats airport context, weather, ground access, and property authority as separate questions.
